Why Is there no place to cool down?

Why is there no place in the area of Visalia to cool off without having to pay? What also happened to the programs for seniors that would help them pay for air conditioning and a place to cool off if when temps get above 100 Degrees? Our seniors deserve better than this and they have help shape our community. Who is going to help make a difference? Cool Us Down
