Using Turn Signals

Ok if you have a vehicle you have a turn signal - why is it that people can not use them - I mean why do the manufacturers put them in the vehicle? Well all I know is that I get really irritated when you are waiting to proceed and the other driver coming towards you - decides to turn and now you have wait for all the other traffic to pass.
