the best had to have been the Sky Bar just for it's happy hour in the early spring right after it rained you could see the Sierra Mountains from the top floor Bar/lounge at the downtown Double tree/Hilton Hotel, they had two tables of complimentary food lined up for the taking, even a bad lounge keyboard player, it was like being in another city, kind of like the feeling you would get visiting the old Peppermill's Fireside Lounge.
the Fulton Bar was a great hang out years ago for many people, but were they really there after work or just there because there was no work.
Right now the best after work bar has to be the one that has the best happy hour with the most affordable drinks, and the one with the biggest complimentary food spread too, I looked for it back in 2000, and I've not looked recently, if you know of one please tell.
Grogg's on Willow and Nees is okay, although the service has been slow when I've gone. Elbow Room is okay, although the clientele is well... more mature... There's plenty of places in River Park, but I can't think of a single that I would wanna call home... WHO WANTS TO OPEN A BAR WITH ME?!?!

will be after work?
Went to Mezcal downtown not too long ago. Free chips and salzaaa too. Pretty quiet though for sure, me n Corazón were the only ones there for a while. We kind of like it like that once in a while, you know. If you want people you prally need to go north, Palm and Herndon area. There are a couple bars in the south west corner. Haven't done a whole lot of happy hour-ing but that should get ya started at least. Tried Manchester Bar and Grill not long ago too, no specials that I'm aware of but the dudes that work there are cool, family biz. Don't know what speed you're after but that covers busy to quiet at least. I'm sure Tower has a lot of good stuff going on, just enough bars to hop around with:) Good luck.
FIVE!
I love Five. $3 drafts and $5 pizzas. Great bar for after work.
Sky Bar
